Law Enforcement – Crime down, costs up???

As prison and law enforcement costs strangle our state budget, overall crime rates plunge and low-priority crime arrests sky-rocket, which begs the question – does prohibition work?

Arnold’s need for dollars from the prison guard unions seems like the main factor as to his continued insistence to keep pushing more draconian rules. He floats plans to release “low-level” offenders, while pushing for more prisons, more pay for guards and stricter punishment for these offenses.
